Explanatory Statement
For a decade now, our country has embarked on an extensive insitutional reform to enable it to better adapt to the exigences of democracy and good governance. The reform also seeks to offer future generations an appropriate legislative and regulatory framework the application of which should not be impeded by any regulatory vacuum or ambiguity.

the reform, which departs neither from the republican form of State nor from the democratic principle of unity or integrity of the national territory aims to reinforce the democratization of our country, and to strengthen and safeguard its political and social stability.
Thus is the purport of the bill tabled before the National Assembly for consideration.

Constitutional Amendment : Government Proposed Innovations

The government bill to amend and supplement some provisions of the law N° 96/6 of 18 January 1996 to amend the constitution of 2 June 1972, was tabled during a plenary sitting of the National Assembly last Friday, 4 March 2008. The innovations concern articles 6, 14, 15, 51, 53 and 67.
President’s term of office:
Article 6 paragraph 2 of the 1996 constitution provided that the President of the Republic is elected for a seven –year term of office renewable once. The bill government tabled in Parliament on Friday proposes that the President of the Republic be elected for a seven-year term of office but the incumbent is eligible for re-election.
Presidential election in case of vacancy:
Article 6 paragraph 4 of the 1996 constitution provides that in case the office of the President of the Republic becomes vacant, the election of the new President has to be organised in not less than 20 days and not more than 40 days. The bill tabled in Parliament proposes that the time frame for the election of the new President of the Republic in case of vacancy, should be not less than 20 days and not more than 120 days after the office becomes vacant.
Ordinary sessions of Parliament:
Article 14 paragraph 3 (a) of the 1996 Constitution provides that Parliament meets in ordinary session in the months of March, June and November each legislative year. The innovation government has tabled in Parliament takes the Senate into consideration. The amendment proposed is that both Parliament and the Senate shall meet on the same dates.
Members of National Assembly:
In Article 15 paragraph 4, the government has proposed that the new time frame for the election of a new Assembly in case of serious crisis necessitating the extension or abridgement of the term of office of Members of the National Assembly. Such an election has to take place not less than 20 days and not more than 120 days following the expiry of the extension or abridgement period. This is an innovation from the time frame in the 1996 constitution which is not less than 20 days and not more than 40 days.
Constitutional Council:
In article 51, the government has proposed the harmonisation of the term of office of members of the Constitutional Council with those of other State elected or designated organs. The term of office drops from nine years to six years non-renewable.
Court of Impeachment:
Article 53 paragraph 1 proposes that the Court of Impeachment shall have jurisdiction, in respect of acts committed in their exercise of the their functions to try: the President of the Republic for high treason; the Prime Minister, members of government and persons ranking as such and senior government officials to whom powers have been delegated for conspiracy against the security of the State. Paragraph 2 of the same article proposes that the President of the Republic shall be indicted only by the National Assembly and the Senate.
Election of Senators:
The government in Article 67 paragraph 6 proposes that the electoral college for the election of Senators where the Senate is put in place before the Regions shall be exclusively Municipal Councillors.

This is a great setback for democracy in Cameroon and Africa.This is a day of national grief for a continent and its people who had seen a beacon light of hope in countries like South Africa,Ghana,Botswana,Namibia,Malawi,Benin,Senegal etc.We have returned a hundred years backwards.
Yet,we must muster all our energy to come out fully against this attempt to return Cameroon and Africa to the Stone Age.This isn't only a fight for Cameroonians, it is a struggle for all the people's of the Black continent.For injustice anywhere threatens justice everywhere.
Biya can defy his own people bc of French influence.He received the "extreme unction" by receiving George Serres(French Ambassador) at Unity Palace the very day the Bill was introduced to parliament.It is no coincidence,infact it is a hypobolic way of telling Cameroonians,"I have the backing of my Masters,try and see".
Mr President,french imperialism is living its last moments in Africa bc the African has come of age.This generation will fight tooth and nail to destroy the last vestiges of neocolonialism.

this generation can only fight if they know who their enemy is, and what their rights are, but OUR 7m southern cameroonians knew little. the trust every one, and any one who comes with a sack of rice, a bottle of champagne etc
as a gift, not knowing that that gift
isnt for free, but a bribe for them to sell their birth rights to foreigners, PAUL BIYA DID IT WITH THE CHIEFS AND FONS, GEORGES SERRES DID IT WITH CHIEF ENDELLEY AND ENDELLEY SATRTS SUPPORTING THE FRENCH, SOO, DIDI OBASANJO DID IT WITH THE FRENCH AND SOLD BAKASSI, .
SOO, THE first thing will start with southern cameroons parents to withdraw all their kids from these THIS BRAINWASHED FRENCH CONTROL SECONDARY, PRIMARY AND SECINDARY SCHOOLS
AND LETS STARTS FROM THERE, BY FULLY IN CONTROLLED FOR OUR CHILDRENS EDUCATIONS IN OUR OWN COUNTRY.
