The Minister of External Relations has published the list of Cameroonian diplomatic missions and consular offices that will serve as polling stations during the forthcoming presidential elections. According to Arrêté n°001/DIPL/CAB of August 24, 2011, Cameroonians residing abroad will be able to vote in 33 countries spread across 4 continents – 16 countries in Africa, 10 in Europe, four in Asia, and 3 in the Americas.
Missing from the list are a number of countries and/or regions with significant Cameroonian communities such as Kenya, Tanzania, all of Eastern Europe, Central and South America except Brazil, and Australia. The reason being that Cameroon does not have diplomatic representation in these countries or regions (click here for a list of Cameroon diplomatic missions abroad).
This automatically excludes a significant percentage of Cameroonians from the electoral process to the dismay of those who wanted a more inclusive voting system. From a comparative perspective, however, the Cameroonian system is in fact much more incluside in terms of the total number of voting sites than similarly placed countries. A few examples:
The Dominican Republic chose a group of cities located in five countries (Canada, Spain, Puerto Rico, the United States and Venezuela) to conduct external voting for the presidential elections of 2004 (its first experience of external voting). Mozambique restricted its first external voting operation, during the presidential and legislative elections of 2004, to nine countries, of which seven were in Africa and two in Europe (Germany and Portugal). The coverage of Senegal’s external voting operation for its elections in 2000 was a little wider since it was applied in 15 countries, including from outside the region four European countries, Canada and the United States. As noted in an earlier posting, the fact that voting takes place exclusively in diplomatic missions means that many more individuals will be further excluded from the voting process due to long distances from the diplomatic missions. This will be the case particularly in the United States where the vast majority of Cameroonians resident in cities such as Chicago, Dallas, Seattle, Los Angeles, Minneapolis, Seattle etc. are unlikely to travel to Washington DC or New York, first to obtain their consular card and register in person, then return for the actual voting. In fact, we might end up with a situation similar to Mexico’s where out of the estimated 11 million Mexicans abroad, only 40,665 ended up registering to vote in the 2006 presidential elections...
