The New York Times, Friday January 22, 1954 - Nigeria Talks Set Role of Cameroons
Lagos Nigeria, Jan 21 - The Nigerian constitutional conference agreed today that the Southern Cameroons trust territory should become a separate unit within the contemplated federation of Nigeria.

Oliver Lyttelton, British Colonial Secretary, who is presiding over the conference, presented a series of proposals that he had formulated last night in consultation with the delegates from the British Cameroons, a trust territory under the United Nations.
The conference endorsed these proposals, the most important of which were:
- That the Northern Cameroons would remain a part of the northern region of Nigeria
- That the Southern Cameroons would cease to be part of the eastern region of Nigeria but would be included in the contemplated federation as a "quasi federal territory."
- That the Federal Government would accept contingent liability to assist the Southern Cameroons financially in the event of deficits.
Mr. Lyttelton's proposals went far to moot the demands of Dr. E.M.L. Endeley whose Kamerun National Congress swept the polls at last month's general elections in the Southern Cameroons.
The Southern Cameroons will have its own Legislative Assembly and Executive Council, but a British commissioner of the Cameroons, his deputy, a financial officer, and a legal officer will sit in council and in the assembly. Assent of the Governor General of Nigeria to legislation will be necessary.
The Southern Cameroons will be represented in the Federal Legislature by six members and there will be one minister from the Southern Cameroons in the Federal Council of Ministers.
