This disheartening report, coupled with the earlier one on the conditions for debt sustainability are really depressing. The title for this piece should read "The fight against corruption: Is It Time to Give UP?". How can any country progress with this kind of large-scale looting? It is quite sad that donor institutions are creating an evironment where this mess continues. I bet in another 10 years we will be knocking at the doors of our "western partners" asking for more debt relief....
